Title: Document Writer


These positions provide Document and Technical Writing Support to Naval Construction Group 1 and 2 (NCG-1 and 2) in Pt Hueneme, CA and Gulfport, MS. Support includes drafting JCIDS documentation, statements of need, cross-functional team charters, and Capabilities-Based Assessments (CBA).

Essential Functions and Responsibilities

  • Provide administrative and research support and recommend efficiency enhancing technologies to benefit NCG-1 and -2
  • Complete at least two (2) CDD/DCR documents per quarter
  • Collaborate with stakeholders to identify, document and form a prioritized list of all project requirements
  • Organize project requirements into major task areas and sub-tasks to satisfy each government generated requirement. Consider task interdependencies, stakeholder involvement and level of effort required for all tasks and sub-tasks
  • Develop a Plan of Action and Milestones (POA&M) for government approval to be further reviewed by key stakeholders and incorporate feedback and edits
  • Coordinate and meet with NCG-1/2 to make a recommendation on researched technologies as to whether new technologies are worthwhile to pursue
  • Identify and make recommendations on equipment systems to be captured and conduct ongoing interviews and/or focus groups with SMEs for each assigned document development
  • Review existing requirements documentation covering other NCG-1/2 materiel and non-materiel capability solutions to ensure the deliverable requirements documents contain the requisite information and incorporate applicable standards
  • Build final Statement of Needs deliverable IAW the Naval Force Construction Operations Training Guide
  • Provide NCG-1/2 and other stakeholders an opportunity to review document structure and content to ensure it can be used to introduce or insert new technologies
  • Include supporting evidence of consolidated results and analyzes into final written documents based on the JCIDS manual requirements for DCRs and CDDs and NECC guidance on requirements document development
  • Identify KPPs and KSAs in conjunction with client and key stakeholders consistent with the JCIDS manual recommendations
  • Create summary briefs for NCG-1/2 to present to stakeholders to ensure understanding of all key findings and facilitate discussions on future planning initiatives
  • Communicate with approximately four activities in order to attain information to complete JCIDS documentation, statements of need, CFT charters and CBAs
  • Use research and analysis documentation to assist the N3 department in the preparation and submission of the EXWIP POM requirements

Required/Preferred Education/and/or Certifications

  • Preferred: Bachelors in a Science or Engineering-related field

Required/Preferred Work Experience

  • At least five (5) years of experience support NECC, NCF and Technology STO achievement for the Navy
  • At least five (5) years of experience developing JCIDS compliant documents IAW the JCIDS manual
  • At least five (5) years of experience developing threshold and objective metrics for acquisitions
  • At least five (5) years of experience providing technical writing and document development for DoD-based acquisitions
  • Experience supporting the Naval Force Construction Operations Training Guide highly desired
  • Proven expertise with MS Office applications, English-speaking and writing ability and proven ability to multi-task a must

Physical Requirements and Working Conditions

  • Office environment that will require frequent computer and phone usage, sitting, standing, and
  • Busy and open environment that at times can make it difficult to concentrate and to
  • May require some lifting estimated to be under 20
  • Will require overnight
  • One (1) position is based at Pt Hueneme, CA and one (1) position is based at Gulfport, MS
