JOB CLASSIFICATION: Management Analyst / SOC 13-1111

JOB SUMMARY: Support the assessment and evaluation of N&NC's portions of the following campaign plans, but not limited to: GCP, CCP, TCP, RCP, FCP, and NCP. Provide external expertise to support the assessment and evaluation of N&NC Plans including participation in Tier 1 exercises and/or real-world crisis operations to assess the Commands' achievement of DOD assigned strategic objectives and sub-objectives outlined in N&NC Plans supporting HD, DSCA, TSC, and CT mission area needs. Provide for the de-evolution of Strategic Goals into basic frameworks which identify desired effects and assessable metrics to help determine if N&NC are meeting their Strategic Goals. Provide the Monthly Status Report to the keep the COR informed and ensure Essential Contractor Services are provided by all personnel. Provide Project Management for the daily control and supervision of employees.

PRIMARY DUTY RESPONSIBILITIES:

  • Conduct integrated assessments to assess risk, Command and support relationships, resourcing, authorities, current EXORDs, posture implications, opportunities/recommendations, and options development
  • Validate IMOs and Tasks to develop a framework to assess strategic and operational risk, determine mitigation measures, and identify friction points/opportunities
  • Support de-evolution of Strategic Goals into a basic framework to identify desired effects and assessable metrics to help determine if N&NC are meeting strategic goals
  • Participate in the planning, execution, and consolidation of N&NC's portions of CPs
  • Develop effects, measures and standards to assess N&NC's accomplishment of its DoD-assigned CP and Tier 1 exercise objectives and tasks
  • Establish a comprehensive DCAP to provide the data needed to support evaluation and analysis of metrics
  • Support CP-related Tier 1 exercise participation and AAR activities
  • Develop and deliver presentation material for CP-related Tier 1 exercises and develop and deliver a complete AAR for each CP-related Tier 1 exercise
  • Participate in Tier 1 exercises and/or real-world crisis operations to assess the Commands' achievement of DoD assigned strategic objectives outlined in N&NC Plans for HD, DSCA, TSC, and CT mission areas
  • Participate in the planning, execution, and consolidation of N&NC Tier 1 exercises including 12-hour shift work for up to 2 weeks
  • As new N&NC missions emerge, develop familiarity in the new area and provide recommendations regarding strategic assessment of Commands' ability to meet DoD goals
  • Deliver Monthly Status Report and ad hoc verbal and non-verbal status and communication, as required, to keep COR informed of progress, challenges, funding, and achievement of requirements
  • Supervise and provide project management of staff including retainment and training needs of all personnel
  • Protect PII and comply with NNCI 33-194 Information Governance instructions
  • Provide Contractor Manpower Reporting via the CMRA as required prior to 31 Oct of each year

RELEVANT EXPERIENCE: Hands-on expertise with JP 5-0, 3150.01 and applicable N&NC and department-wide guidance on Strategic Assessment and Planning including Deliberate and Crisis Action Planning and APEX. Understanding of the JOPP, the Joint Event Lifecycle (JELC), and Tier 1 exercise planning, execution, and assessment policies and procedures. Expertise with all applicable N&NC Campaign Plans and their interaction with Tier 1 exercises and real-world crisis operations including stakeholder management, metrics management and analysis, and COA development, recommendation and after-action reporting,

CERTIFICATION: JAWS certified Strategic Planner, Current US Passport required
