Project Manager / Engineer Position

 

Primary Responsibilities and Duties:

 

The 2nd Civil Engineering Squadron (2nd CES) located at Barksdale AFB in the vicinity of Shreveport, Louisiana, provides support to the 2nd Bomb Wing. Projects and requirements will directly support the Force Improvement Program (FIP) surge engineering workload at Barksdale AFB. This position will support facilities, sustainment, restoration and modernization (SRM) and project records for the Barksdale AFB Civil Engineering (2 CES/CC), Operations Flight (CEO), Missile Engineering Flight (CEM) and Engineering

Flight (CEN) for Barksdale AFB.

 

Contractors will provide technical engineering design and construction management services in support of SRM projects as assigned. Management of FIP construction and designs already awarded as well as second year FIP projects that are scheduled to be awarded will be required.

 

Minimum Personnel Qualifications:

 

Individual shall possess a minimum at least

  • Engineering Degree from an ABET (Accreditation Board for Engineering & Technology, Inc.) program/school in engineering in one of the following curriculums: Mechanical, Electrical,Civil
  • Ability to plan, organize, and lead others in studies, designs, and construction projects, record and manage the processes and documentation, and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and
  • Ability to communicate fluently in English both orally and in writing; negotiate complex issues; and maintain good working
  • Ability to obtain a US Security Clearance within 3 months (No felonies, minimum foreign contacts)
  • Ability to safely operate a motor vehicle, navigating on both paved and gravel

 

Essential Functions and Responsibilities

 

  • The contractor shall possess the expertise and capability to utilize ADP systems in support of the requirements. Specific capabilities must include word processing, spreadsheet, database and graphics. The contractor shall be able to develop, maintain and utilize databases as decision- making tools and in concert with geographical interface systems (GIS) as
  • The contractor shall have the ability to transfer, by email or mail as necessary, in accordance with AF and DoD regulations, documentation generated by the contractor in support of the 2nd CES
  • The contractor shall support the design and production of plans and specifications in support of this mission. In addition to required media products as specified herein, the contractor shall assist with the preparation of formal briefings, program management documents and Bullet Background Papers (BBPs) related to the status of specific projects or programs managed by Civil Engineering and related

Project Management Responsibilities

 

  • Shall perform support tasks that require knowledge of federal, state, and/or local regulations and statutes, Air Force and DoD regulations and other
  • Shall support 2nd CES's expanded mission and support internal operations to ensure quality assurance of its products and
  • Shall support the 2nd CES mission by providing specialized expertise and recommendations in specific subject areas.
  • Shall assist with schedule support, project level meeting attendance, database support and budget submittals.
  • Shall assist with cost/schedules/status report reviews, scientific and technical research/document reviews/recommendations and analysis of program and project data
  • Shall assist 2nd CES by providing logistical and organizational
  • The contractor shall assist in defining requirements, developing and integrating execution strategies, Statement of Objectives, Statements of Works (SOW), PWS, programming documents, DD Form 1391s (for Military Construction Project Data), cost estimates and other components of acquisition packages to support the 2 CES mission. The contractor shall capture and document processes and records as needed to support the design, development, construction and close-out of 2nd CES requirements as described
  • The contractor shall support planning, programming, and execution forums and technical interchange meetings providing background information and guidance for development of technical inputs in support of planning decisions and program development and implementation, and transition.
  • The contractor shall provide technical liaison support between 2nd CES and individuals or groups involved in the planning, programming and/or execution of 2nd CES initiatives. This includes but is not limited to, USACE, NAVFAC, MAJCOM and othersub-organizations.
  • The contractor shall coordinate and review submitted data deliverables for functional and technical accuracy/completeness and for compliance with applicable regulations. The contractor shall assess whether technical deliverables satisfy specifications and schedules. The contractor shall use the necessary tools to provide a complete technical review. The contractor shall make written recommendations regarding acceptance or rejection of documents
  • The contractor shall provide conference support assistance such as facilitating meetings, graphic support, study materials, locating available conference rooms, invitations, stakeholderinvolvement, community relations, risk communication, etc., as approved by the
  • The contractor shall assist in the application of regulatory requirements that pertain to projects and maintain currency with changing Air Force, Federal and State statutes and
  • The Contractor shall prepare all drawings for design Submittal in sizes as required. Final drawings shall be standard Air Force size, 28" x 40". The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. The Contractor shall also provide the drawings in digital format on approved electronic media in accordance with the CADD standards of the Base. Provide a schedule of drawings for each design project and obtain drawing numbers for each project from the local Base Civil Engineer. Drawing numbers are required on every set of drawings
  • The contractor shall provide support to include updating the ACES-PM (Automated Civil Engineer System Project Management) weekly inputs, preparation of monthly execution and percentdesign

reports. The contractor shall be responsible for participation in Telephone Conferences, Video Telephone Conferences, Defense Connect On-line Conferences of Programming, Planning, Budget, and Execution with the Engineering Flight Chief. The contractor shall assist in developing or revising programming documents to include integrated priority lists, DD Forms 1391 and justification data to support the program objectives.

 

Additional Requirements

The Engineer will have access to unclassified automated information systems including email, in accordance with DoD 5200.2-R, Personnel Security Program, personnel must have, at a minimum, a completed favorable National Agency Check plus Written Inquiries (NACI).
