Civil Engineering (CE) & Engineering Subject Matter Specialist (ESMS)

 

Primary Responsibilities and Duties:

 

Professional Engineer (P.E.) support for operations and maintenance (O&M) engineering performance for 52nd Civil Engineer Squadron / Operations Flight / Operations Engineering Element/Requirements & Optimization Section (52nd CES/CEOER) at Spangdahlem AB, Germany. P.E. support is preferred however, ESMS support will be sufficient as well. The P.E. requirement seeks (1) Civil Engineer, (1) Mechanical Engineer, and (1) Structural Engineer.

 

Place of Performance: The primary location of performance is Spangdahlem AB, Germany. Travel to Government sites or other sites within the continental United States (CONUS) and outside the continental United States (OCONUS) may be required during the performance period.

 

Minimum Personnel Qualifications:

 

Individual shall possess a minimum at least

  • Have a minimum of five years of facility/infrastructure construction project design and execution experience.
  • Shall hold a Professional Engineering (P.E.) license and engineering degree from accredited college/university or have a minimum of ten (10) years of military maintenance engineering experience supporting facilities and infrastructure on a DoD
  • Comply with all US Department of State, Department of Defense and German government requirements to be legally approved to work in Germany
  • Comply with DOD Contractor Personnel Office (DOCPER) and TESA (Technical Expert Accreditation Status) requirements in accordance with Article 73 of the United States and Germany Status of Forces Agreement (US/GE SOFA)
  • Possess the ability to work with organizational managers and higher engineering authority in developing and gaining approval for proposed facility programs/projects.
  • Required to pass a background investigation and fingerprint check
  • Must be suitable for Federal employment

 

Essential Functions and Responsibilities

 

  • Receiving, processing and maintaining records of all personnel
  • Conducting extensive analysis of the facility Sustainment Management System data in order to identify mid/long term O&M requirements and update the various Activity Management Plans (AMP) for Spangdahlem AB,
  • Identifying systems or components of given facilities that require additional data acquisition to update the condition
  • Programming/planning Form 9/MACC/IDIQ projects valued up to $4,500,000 and encompass facility sustainment repair, whole house renovation and modernization requirements, base utility system repair and modification requirements, airfield and base pavement repair and joint sealant requirements, facility exterior painting requirements, and facility interior flooring requirements funded by local base entities or through the centralized funding process by the Air Force Civil Engineer Center (AFCEC).
  • Supporting the Operations Heavy Repair, Infrastructure, and Facilities System Elements (i.e. Heavy Repair, Structural, Paint, Heating, Ventilation, Air Conditioning (HVAC), Water, Fuels, Sewer Management (WFSM), Electrical, and Alarm Shops) in improving and optimizing their current Preventive Maintenance Program.
  • Provide advanced technical knowledge of construction project development and Next Generation Information Technology (NexGenIT) TRIRIGA data base update, following the relevant provisions and Air Force Instructions. This includes review of customer requests, conducting site visits, developing project scope and cost estimates, production of all relevant project approval documentation (i.e. DD Form 1391, Siting Approval, Request for Environmental Impact Analysis), obtaining project approval, and request required construction
  • Provide ESMS data analysis and deliverables resulting from the technical review of work products, to include Statement of Needs (SON), Independent Government Cost Estimates (IGE), preliminary project design documents, Schedule of Material Submittals (52nd CONS FORM 66) documents, Liquidated Damages Determination documents, Standardized Technical Proposal (STP) documents, Contractor Material Usage Data Sheets (MUDS), AF Form 9 and other required documentation for project execution using the Multiple Award Construction Contract (MACC) project execution
  • Provide ESMS technical knowledge to perform initial site visits with Form 9 or MACC Contractors, review and prepare technical evaluations of Contractor proposals, and prepare Contractor proposal recommendations for base contracting agency, required to award
  • Provide ESMS technical knowledge to control Contractor project execution, conduct daily site inspection during project execution, and prepare project progress reports as part of the Contractor bill acceptance documentation for local base contracting
  • Provide advanced technical knowledge to perform pre-final and final inspections, and prepare project completion and close-out documentation (i.e. DD Form 1354) for proper update of TRIRIGA Real Property data
  • Provide advanced technical knowledge and analysis of Air Force, Department of Defense (DoD) Information Technology (IT) systems, databases and technologies such as NexGenIT/TRIRIGA, Sustainment Management Systems (BUILDER) and Pavement Evaluation (PAVER) to support the development, implementation and management of various programs associated with the AFCEC and local base construction project

Additional Requirements

The Specialist will have access to unclassified automated information systems including email, in accordance with DoD 5200.2-R, Personnel Security Program, personnel must have, at a minimum, a completed favorable National Agency Check plus Written Inquiries (NACI).
