This position provides Engineering and Analytical support to US Strategic Command (USSTRATCOM) / J661. Support includes planning, definition, implementation, and operational management of global communications systems to yield more effective and flexible global SATCOM support.

 Essential Functions and Responsibilities

  • Support strategic global SATCOM planning to include SATCOM resource allocation for apportionment, reallocation, deployment, implementation and coalition plans
  • Conduct integrated, system-level planning and coordination for all SATCOM systems in support of strategic and global operations, including intelligence, commercial and allied SATCOM resources
  • Develop SATCOM policies and procedures, apportionment plans, constellation deployment plans and satellite positioning and repositioning plans and supporting government implementation processes
  • Participate in meetings and joint conferences as approved by the Government for review and revalidation of all current and future SATCOM requirements.
  • Support policy and related guidance development to include Systems Control and Operations policies and guidance
  • Assist with publishing operational concept for system control, system policies, and procedures for effective and efficient SATCOM resource management
  • Assist with operations analysis including collecting, analyzing, and documenting SATCOM communication requirements, and as follows: Assessments, Operational Analysis, Operations Sustainment, Integration Support, Configuration Management Oversight, and SATCOM Interference.
  • Assist with the technical and usage aspects of the International Partner (IP) SATCOM exchange negotiations
  • Assist with USSTRATCOM participation in exploratory discussions and negotiations with NATO and foreign entities led by the Department of Defense Chief Information Officer (DoD CIO) to ensure SATCOM access, operational procedures and assessment of agreements are performed, and development of required SATCOM information to exchange with allies
  • Assist in preparing exchange/promissory documents (i.e. a memorandum of agreement (MOA) and/or a memorandum of understanding (MOU)), for use with foreign SATCOM providers
  • Assist in the development of analyses and mitigation/transition plans based on proposed sharing of Ultra High Frequency/Super High Frequency/Extremely High Frequency (UHF/SHF/EHF) resources and development of procedures providing mutual support related to task.
  • Conduct analyses to support evolving missions
  • Review technical requirements documents and specifications
  • Review Planning, Programming, Budgeting, and Execution (PPBE) process input to Integrated Priority Lists
  • Support the participation in and coordination of engineering analyses and other performance-related studies for currently deployed and future systems, as necessary
  • Assist in the development of CONOPS, CDD, and CPD; and provide analysis, engineering, and administrative support for Annual Joint SATCOM Working Groups.

 Required/Preferred Education/and/or Certifications

  • Preferred: Bachelors

Required/Preferred Work Experience

  • At least five (5) years of relevant experience in military SATCOM systems (UHF/SHF/EHF), SATCOM access processes, and related systems
  • Familiarity with USSTRATCOM organization desired
  • Familiarity with Joint processes, operations, and commands. Critical thinking skills, both qualitatively and quantitatively
  • Ability to communicate effectively, both written and verbal
  • Strong organizational skills and ability to multi-task
  • Strong technical and analytical skills
  • Ability to work independently and as part of a team

Physical Requirements and Working Conditions

  • Office environment that will require frequent computer and phone usage, sitting, standing, and
  • Busy and open environment that at times can make it difficult to concentrate and to
  • May require some lifting estimated to be under 20
  • Will require overnight
  • This position is based at Colorado Springs, CO
